Why Engaging Relevant Public Partners Matters

Sector strategies often originate out of Governor’s offices, but are implemented by a lead agency (often workforce or economic development) and a cross-system team of relevant agencies. Sector strategies that have clear Governor support are better able to convene the needed leadership across key systems, including Labor, Economic Development, Workforce Development, Education, Higher Education, and Human Services. For the strategy to succeed, multiple levels of authority must be engaged within each of these systems, including cabinet-level leadership, department directors, and program managers. In short, all levels of authority across multiple systems must be engaged in designing and implementing the sector strategy in order to ensure effective policy direction, program design and support to regions implementing sector partnerships.
